Recorded Reading
Have the student read a short story to themselves first. Then, have the student read the short story to you. Record how well the student did on the passage. Having the student read the passage to themselves first, will improve the fluency of them reading the short story to you.
Readers Theatre
Have each student write their own script. After they are done writing their own scripts, have students get in groups so they are able to share their scripts with the class. If you want, you can also have props and dress-up clothes so that they students can act out their scripts. This makes reading their scripts fun and rereading the scripts helps build fluency.
